The objective of the project, running from 2002-2007, was to promote greater use of biomass as an energy source in Slovenia. This has certainly been achieved. The following activities contributed to its success:


Total project budget: US$ 11.8 Mill thereof US$ 4.3 Mill GEF and US$ 2.5 Mill Government sponsorship.


Execution of investment projects

After the successfully completed public tender, GEF project allocated capital equities and grants of an equal amount of 1.925.000 € to the following BDH projects between 2004 – 2007. The data about the installed heat power of the woody biomass boiler, the length of the constructed district heating (DH) network and the investment amount are listed in the table below:

 The executed projects contribute to the CO2 reduction up to 10,740 ton/year.

The majority of the projects also received favourable soft loans from the Environmental Fund of the Republic of Slovenia. The amount of the loans is 1.778 Mill €.

Environmental Fund of the Republic of Slovenia will in future support new BDH projects, by running the Biomass Energy Revolving Fund, partially financed by returned GEF equities.


Removal of barriers – information, training and promotion

Removal of institutional barriers

The proposal of the National Woody Biomass Action Plan, which was prepared at the beginning of 2007, offers a systematic framework for further activities in the area of woody biomass energy use.
 

Public awareness

Together with the construction of the BDH investment projects and events connected with them, the dissemination of information via media, web sites and consultation meetings with the representatives of local communities and industry have helped to raise the awareness of woody biomass and of the possibilities for woody biomass energy use in Slovenia. Thematic natural science days at different class level were also organised for the primary and secondary school population.
 

Training and education

Trainings of Slovene experts in the field of planning, installation, maintenance and management of woody biomass energy plants, as well as organised trips and demonstration events helped to raise the level of knowledge and competence of Slovene experts. Some of the important events were:

 

New project preparation activities

Execution of 40 feasibility studies for biomass district heating in different Slovene locations.

Two market studies: the Analysis of the possibilities of using wood biomass for heating secondary schools in Slovenia and the Analysis of using wood biomass for heating residences for the elderly and for care and work centres in Slovenia, were carried out to serve as a foundation for preparing energy supply contracting projects.

Executed seminar Biomass Energy Supply Contracting in European Practice served as a preparation of potential parties in contracting.

Preparation of a basis for the energy contracting model or for capital alliances of forest owners and farmers for the supply of heat from biomass.

Completion of a project assignment “Energy from Biomass in Public Buildings” to bid for the funds of the Swiss funding mechanism.

Development of the methodology of impact assessment of the renewable energy sources projects on the greenhouse gas emissions.

Numerous information brochures, leaflets and study materials were published, all available on the government web site www.aure.si.

 

Together with the promotion, trainings and education, the proposal for the National Woody Biomass Action Plan, not forgetting the experiences gained from the construction of the BDH systems, the above activities represent a quality framework for an increased energy use of biomass in Slovenia, which is in line with the Resolution on the National Energy Program adopted in 2004.
